The situation
A family group: a car-parts shop, a small workshop, and a dormant trading licence from a cousin's abandoned venture, all on one Public Authority for Manpower file. The father holds the licences; the son runs the business; a mandoub does the ministries. Each licence had a different renewal date at MOCI, the Municipality and the Fire Department, and nobody held a single list of what was licensed, where, under which activity, expiring when.
What was breaking
The owner learned the dormant licence had lapsed on the day PAM rejected the new mechanic's work permit, and with it every other permit, licence update and labour-demand estimate on the file. Under PAM Resolution 1 of 2025, one inactive linked licence, or a missing registered address, blocks all of them until cleared. At the same time, the Municipality's licensing campaign was fining businesses between KD 1,000 and KD 5,000, with closure, for practising an activity the licence does not cover. The shop sold tyres; the licence said spare parts.

What we built
A licence-and-file register: every licence, activity, address, agency, renewal date, linked file, signatory and the scan behind it, entered once from the paper the mandoub already had. Consistency rules flag what PAM would flag, before PAM does: an inactive licence on an active file, an address that does not match, an activity being practised that the licence does not list. A renewal calendar with alerts to the operator and the signatory, in Arabic and English, with a record of who acknowledged each one.

What stayed untouched
The PAM, MOCI, Municipality and Fire Department portals; the mandoub's relationships; the paper file. Status is entered after each ministry visit, because no portal integration exists and we do not claim one.
Where AI did the work
It did not. This is a data model and a rules engine. The only automation that touched Arabic was reading the licence scans into fields, and a person confirmed every one. We say so because the owner was not buying "AI"; he was buying a morning without a frozen file.

Licence copies, civil IDs of signatories and company file references are stored and processed inside Kuwait.
What changed
The dormant licence was closed rather than renewed. The tyre line was added to the right licence before an inspector asked. The father now sees every renewal thirty days out, on his phone, and the mandoub starts each ministry visit with a printed list instead of a memory.
